When you arrive at The Hound Pits Pub, go to the pub and meet up with Havelock and Treavor Pendleton. After the little conversation with them, feel free to explore the surrounding areas for a lot of books/notes, two Audiographs, and around 500 coins in items and loose coins. You need to talk to Piero in his workshop next, which houses some more reading material and coins.
When you arrive in Piero's workshop, the thing he's working on stops and he asks you to go get some whale oil from upstairs. Go upstairs and grab the whale oil, then bring it down and it should go right into the machine. Piero finishes it, which turns out to be a mask for you to hide your face. After he adjusts it and everything, he asks if you want to buy/upgrade anything, so take a look and do that if you wish. After that, he asks if you want to go to bed or continue looking around. If you look around, you have to go to your room, which is on the top floor with all the other apartments.
VISIT FROM THE OUTSIDER
You'll wake up, so go outside and you're in a strange place now. Go up the stairs to meet The Outsider, a mysterious being who will grant you a supernatural power. Read the tip that is given to you and start making your way to the next objective using Blink, taking the Piero's Spiritual Remedy from the two chests along the way. When you meet The Outsider again, he gives you The Heart, which will allow you to find Bone Charms and Runes during missions.
The Heart is automatically equipped after the cutscene and he asks you to find a Rune that hidden using it. The Heart, when equipped, will display where a Rune or Bone Charm is located as long as you point at its direction, even through walls. Start heading your way towards the Rune, climbing up and dropping down, until the game asks you to equip Blink again. Use Blink to get to the Rune, then grab it and feel free to purchase Dark Vision or other power if you want, or you could save the Rune until you gather more for a more expensive power.

BACK TO THE HOUND PITS
You'll be back here now, and you have the option to search for an additional Rune hidden in The Hounds Pits Pub area. Equip the Heart and search along the shore, and you'll see the Rune is along the shore, further down from where you first landed. Go down to the shore and use Blink to get to the Rune.
Once you're done exploring with your newly found power, head back to Havelock and he'll brief you on your next mission, which is to assassinate the High Overseer. He also wants you to rescue a man named Martin, who is one of the Loyalists and has been found out. As you make your way to the boat to depart for the mission, Callista will stop you and ask you to make sure her uncle, Captain Geoff Curnow, escapes. When you're done, head to the boat and tell Samuel you are ready to go.
