Eye of Ender is crafted by placing a blaze powder in the center and a ender pearl under it, you need 12 of them to open up the portal to The End. If you throw one it will float a 15 blocks to the closets portal, after that it will float for few seconds before falling to the ground to either be picked up again or it will shatter and disappear.
