Hugo Strange is a psychiatrist with a fixation on Batman. He goes on to takeover Arkham City by controlling Mayor Quincy, and when he does so, he reveals that he is one of the few characters to know Batman's true identity. He sinsterly plots to defeat Batman and takeover Gotham City as his own.
