Boris Volgin was a top-ranking officer in Stalin's Red Army, and was the father of Yevgeny Borisovitch Volgin, who illegally inherited the Philosopher's Legacy during World War II from his money-laundering business.
In Metal Gear Rising, Volgin will also be a part of Maverick Secuirty as a point man for Raiden, who communicates with him via Codec and will also be sort of his boss.
