Sonny Forelli was the Don of the Forelli Family, and a prominent drug dealer in Liberty City. After pulling strings to release Tom from prison, a drug deal goes bad, and leads to his anger, and then, his ultimate demise.

Though his personality isn't exactly described, we can take from context that he is aggresive and temperamental. He wants what he wants, and when he doesn't get it, he gets rather angry.
