You assume the role of bureaucrat with the goal of expanding your empire over the course of a game, making it a success. By following the will of the Prime Minister, you'll be able to gain favors through a voucher system, where the more you help the empire, the more the empire gives back in assistance.

Buildings
There are several types of buildings the player can produce while playing Clockwork Empires. (expand)

Factories
come in several varieties and what they produce is picked by the player. The factories are customizable, so factories producing the same item can look different.
Laboratories
are where the scientists design new instruments of warfare and other technologies to advance the capabilities of the empire. Known technologies at this point include: steam, gears, pipes, and Tesla coils.
Residences
are where the citizens live. It is unknown if there are different residences for different types of characters.
Cathedrals
have not yet been discussed -- it is unknown if they will be used for conversion, morale, or other uses.
Barracks
are where the soldiers are trained to fight off enemies.
Pubs
are likely where the citizens go to relax and maintain public happiness or order.

Citizens
There will be upper, middle, and lower-class citizens in the empire. It is currently unknown if any of the career types are limited by class, or if careers are independent of social class. Each type of citizen is said to be unique and rational, and will act in a way that would during the Industrial Revolution.
