At night, you'll get a call from Elizabeth where she asks you to go to the Velvet Room. She says you can use the alternate entrance at Paulownia Mall, which is located in the little back alley place between the police station and the stairs leading up to Mandragora. When you go there, you'll find that Elizabeth now allows you to take on requests. For more details about these requests, check out the Elizabeth's Requests section.
Note that if you haven't gone to Tartarus since 4/20, you are forced to go tonight, whether you like it or not. However, you are not required to actually do anything, so you could just turn around and leave if you want. This is the only time something like this will happen.
