To find meena you simply first kill victor then when you get to the street if you make it to the end you will get a chance to defeat her cookie bots

To find Meena you have to get pass the Vector battle then during the run take the routes that have arrows on them. The arrows show up at the forks. Her battle is just like Vectors battle.
