all locations are subsections within the downtown springdale area. they are academy shortcut (middle section of the uppermap near graduation street), Frostia's Place (near the exit lefthand exit by the trio of shops note: look for the walkway leading to nowhere on the map) and the delivery bay. note that beating randomly spawning monsters won't fufill the mission. you MUST speak with the monsters with blue flags over their heads. after speaking with them they will initiate a battle. after beating them go to the next area and repeat this step 3 times. once your done return to the old timer and receive the upgrade.
