Start making your arrows then start the quest. Tap on Kukura to talk to her and keep that window open. When each set of your arrows are done, go back to talking to her. Time will only pass while you arent talking to her. You might need to tap off and on her to refresh your screen if it times out. I have used this method for cooking quests as well!
