I'm having issues with the Steamboat Ghost mission. I've collected the family picture and returned to the steamboat where the ghost is, but he just keeps saying, "hopefully i can find a way to reunite with my family again". He doesnt mention the picture at all, and it's not an item in my inventory so i cant "use" it to show him. Anyone know what's up?
