I'm going with Natalya from Goldeneye for the sheer amount of times she ran into my bullets! In the end I gave up trying to rescue her and tried to find the most elaborate was of getting her to kill herself.

Jason Cunninghami would have to say navi as generic as it may sound but its not just the bug light thing that talks also that i cant use my sword to solve the problem as well. -
