The PlayStation Network has been updated to allow sub-accounts on a PS4 system to become master accounts once the user turns 18.
Currently, this is only available on the web, as the PlayStation Blog explains, but a feature will be pushed out to PS4 systems soon that will allow you to do it via the PS4.
Sub-accounts grant family members under the age of 18 access to PlayStation features set by parents or guardians. These accounts don't have a wallet, so that kids cannot purchase products without prior consent from an adult.
