General Carter is the adoptive father of Jennifer and the acting leader of Earth in Disgaea: Hour of Darkness. Manipulated by the Archangel Vulcanus, Carter works toward the invasion of the Netherworld for colonization by falsely sending Captain Gordon, Jennifer and Thursday to assassinate the Overlord.
Despite his good intentions for Earth, Carter is willing to sacrifice many lives to achieve his goals, including Jennifer and Gordon, both of whom turn on him once they realize his true intention. He is later shown to be taking classes about love from Flonne.
