El Jefe is a character from Sly Cooper: Thieves in Time and is the first boss in the game, encountered in Feudal Japan.
El Jefe was a high-ranking mercenary commander that was able to conquer many small countries. He sold these conquered countries to the highest bidder. He thought very highly of himself, having said he could conquer a country using three blind mice armed with plastic spoons. "El Jefe" is Spanish for "the Boss" or "the Chief."
He was hired by Le Paradox to take out Rioichi Cooper, whom he got arrested by framing him for poisoning the shogun's sushi. While chasing El Jefe, he managed to steal Rioichi's cane and hand it over to Le Paradox. In the end, though, he was defeated by Sly Cooper and put in jail. We find out at the end of the game that he was transferred to a South American prison, where he was tasked with rolling cigars, with the irony being that he couldn't smoke them.
