Tortimer is a character from the Animal Crossing series of games.
In all games he has appeared in, Tortimer is the mayor of the town you live in. It isn't until Animal Crossing: New Leaf that Tortimer retires, with the player taking the role of the mayor. He lives on the island in his retirement, where he can offer some mini-games for the player.
