Octavio is a character and the first boss encountered in Sly 3: Honor Among Thieves.
When he was younger, Octavio was a very popular person, as he was quite famous for his singing. However, when he was about to get really famous for it, the world's view on music changed and they found his opera singing to no longer be any good. The few fans he held onto were members of a mafia, which Octavio would eventually join.
He had an associate in the "business" named Giovanni and with his help, he achieved the rank of Don, becoming Don Octavio. He wanted to bring up opera, which he planned to do by pumping tar into the streets of Venice. Thanks to Sly, Bentley and the return of Murray, they put a stop to his operation, as well as Octavio himself. He was sentenced to 30 years in jail, but considering a lot of his old fans were there, he finally got to enjoy some fame.
