The creation of more electricity and water plants means that your population cap will rise, creating less of a fuss when you want to grow your town into a city. The placing of tax offices, town halls and special offices etc establish a proper stability in your city and these should be done before anything not so serious is placed (such as a football ground etc). As the game progresses environmental issues become more and more serious and so it is important that you contain it right from the beginning by paying close attention towards nature.
