With Atlus' parent company Index Corporation currently undergoing civil rehabilitation (the Japanese equivalent of bankruptcy), funds need to be raised to pay off their debts. They need to cover 24.5 billion yen worth of debt, and a major part of that strategy is the sale of Atlus.
Bidding for the Persona and Shin Megami Tensei developer has heated up. Bloomberg Japan has reported that about 20 different companies have placed a bid for Atlus. Only one bid has been revealed so far, but it's a big one. Sega Sammy Holdings has reportedly bid 20 billion yen ($202.2 million USD) for the RPG giant. This number exceeds Index's original estimation of 15 billion yen from the sale of Atlus, so this would be a huge boon to their civil rehabilitation goals.
