Getting on to complications mission

Grand Theft Auto V

Is it true that before Franklin can meet the other characters he has to complete the Repossession mission at 100% Gold before it will give an option to do the next mission Complications. I've passed the mission but not with 100% and all I'm getting is bloody tow truck or freaks missions but can not get anything from Simeon!! Any help appreciated as much as I like Franklin and hanging in the hood I'm ready to move on through the game!!

    Realize that I was going to the back door and not the front of Simeons and that's why it wasn't coming up. Drove up to a the front and boom right into the mission!! Going to put a cap in my own ass for being that bloody stupid and not going to the front!! But on a plus I've got Franklins stamina and shooting and driving up to 100% as kept jogging and shooting range and driving along the coast trying to kill time waiting on the call from Simeon!!! Duh!!

    All I believe you need to do is Pulling Favors for Tonya, which is the first Strangers and Freaks mission for Franklin. I don't remember having any trouble getting the mission to appear.
