Simon Wens is a murderer and a minor character in Papers, Please. Accused of killing a young girl in the United Federation, Wens plans to escape punishment by crossing into Arstotzka. Seeking justice, the young woman's father asks the Inspector for help by begging them to let Wens pass into Arstotzka so he can kill him himself.
