Hugo is the 61st President of the Netherworld, Emizel's father, and a main antagonists in Disgaea 4: A Promise Unforgotten. After the party encounters and defeats Hugo, he explains that due to humans fearing themselves through wars, weapons of mass destruction, etc. the decline of fear energy in the Netherworld weakened Hugo and the demons of the Corruptment. This lead to a deal with the Human World, which ultimately led to the Netherworld being controlled by the secret ruler of the Human World, Judge Nemo.
