Tommy Briggs is a four-star Admiral in the U.S. Navy, and a character in Call of Duty: Black Ops II. He controls the operations for both SEAL Team Six, as well as Joint Special Operations Command group, along with David Mason. He is usually seen debriefing the group before missions. As a four-star Admiral, he is the ranking ranked military person in the Call of Duty franchise.
