Sir Raleigh is one of the members of the Fiendish Five, and the first boss that Sly faces in Sly Cooper and the Thievius Raccoonus. He was born into a wealthy family, but he was bored of his life and turned to crime, most notably piracy. He built his own artifical area called The Welsh Triangle, where he used his storm machine to sink and plunder ships.
The battle with Raleigh involved him swallowing special bees, allowing him to grow to an enormous size to try and crush Sly. Sly managed to defeat Sir Raleigh, who warned him of the troubles in Mesa City and Muggshot. In the end, he and his followers were arrested by Carmelita Fox.

Sly Cooper and the Thievius Raccoonus is a platformer game developed by Sucker Punch Productions and published by Sony Computer Entertainment for the Playstation 2. It is the first game in the Sly Cooper series and along with its sequels, Sly 2: Band of Thieves and Sly 3: Honor Among Thieves, was remastered and ported to the Playstation 3 as part of The Sly Collection.4.205
