You must perform a certain number of Target Actions per match before round 4 in order to challenge these characters Beating them will unlock them for use Remember that you have to do these per match so you will need to triple that amount per stage

For any character clear all 10 of the stages in Time Attack to unlock that characters Chibi Icon for your online profile
