Hotline Miami 2: Wrong Number takes place both before and after the events of its predecessor, Hotline Miami. It focuses on what happens after the first game's protagonist takes on the Russian Mafia, as a spree of masked vigilantism spreads across Miami, Florida.
General Gameplay
Wrong Number will play very similar to the previous game. Players control the character from an overhead view and can move up, down, left and right and can punch and use a variety of weapons, which consist of melee, guns, and throwing types. Players will also be able to string kills together into combos.

Hard Mode
Like the first game, there will be several stages within chapters and players will receive a grade at the end of each stage based on their performance. However, Wrong Number will feature a new Hard Mode. Players must finish a level with a grade of C+ or higher to unlock Hard Mode for that specific level. In Hard Mode, enemies will be harder to kill and some of the player's abilities may be taken away, such as the ability to lock onto enemies in the console versions.
New Characters
There will be several new playable characters and each will have more personality and deeper stories. Each character features their own abilities, similar to the masks from the previous game. Some masks will make a return from the first game and will be worn by different characters, while some will be new. Some of the new abilities that masks grant will be a roll move, the ability to shoot left and right simultaneously, and even controlling two characters at once.
The Pig Butcher
A slasher film is inspired by the events of the protagonist from the first game, and portrays him as a sadistic serial killer called The Pig Butcher. The levels are set up as scenes for the movie "Midnight Animal" where the Butcher kills the victims, and ends as the shoot concludes and the actors stand back up.

The Fans
Following the events that transpired in the previous game, some people became enthralled with the heinous actions of the character and proceed to follow in his footsteps. The Fans are five citizens who don animal masks and act as vigilantes, attacking random thugs in an effort to gain attention, in that, they too will receive messages to mimic the previous character's actions.
The Fans' different masks also enable unique abilities, such as a tiger mask which makes punches kill enemies instantly at the expense of not being able to use weapons, and a zebra mask which grants extra agility and the ability to climb through windows.
