Reddit user shinyquagsire23 has decrypted the files in the most recent Super Smash Bros. for 3DS update and found some interesting new sounds, including a file for Ryu from Street Fighter (as well as Roy from Fire Emblem):

snd_bgm_Z83_F_Roy_3DS.nus3bank
Shinyquagsire then converted the sound files so that you can listen to them, although they're currently inaccessible due to heavy traffic load. Other users have chipped in with words of caution, however - these could be what are called scrap files, so there's no guarantee Ryu's coming to Super Smash Bros.
