Halo movie rumours started up again a couple of days ago after Production Weekly discussed the potential project on their Twitter feed. They claimed that a live action Halo film was in the works and would be produced by Ridley Scott.
Microsoft ended the speculation today, telling Eurogamer that there are no plans for a Halo movie at present - "We plan to continue telling the Halo story through innovative channels, but there are no plans for a Halo motion picture at this time."
Note, however, that Steven Spielberg is working with 343 Industries on a Halo TV series, so if you're disappointed by the news that a movie is not in the works perhaps the TV series will satiate your appetite.
