Manuel Noriega was the de facto leader of Panama starting from 1983, up until the US invaded and arrested him in 1989. He has been featured in both the Tropico series (Tropico and Tropico 3), as well as in Call of Duty: Black Ops II, where he serves as one of the antagonists in the game.
In Black Ops II, he starts off by helping the CIA capture Raul Menendez, but he turns his back on his own men and sides with Menendez. He is seen later on in the game, where he is the focal point of a mission called Operation Just Cause. Noriega is captured by Alex Mason and Frank Woods, but eventually tricks them with the help of Menendez, who had captured Jason Hudson and a young David Mason beforehand. He is last seen when Woods is tricked into shooting Mason, thinking it was Menendez.
