Martin Finnegan was one of the minor enemies in BioShock. He was killed by the main protagonist in Poseidon Plaza area of Fort Frolic. He is called the "Iceman," due to how he harvested ADAM from the other Splicers that Cohen put into the freezer.
Very little is known about his personality, but what is known is that he betrayed Sander Cohen.
