Vlad is one of the possible contractors for heists in Payday 2. He was a famous criminal when he lived in Washington D.C., but he ended up getting sold out by a friend, which landed him in prison. At the beginning of the game, he is being released from prison and is working on reclimbing the criminal ladder.
