Luigi's first mission for you entails an act of violence against a dealer distributing a drug known as 'Spank' to Luigi's prostitutes in Portland Harbour.
First off, run across the street to the floating baseball bat to acquire it and then find a ride. Once you have a car, follow the green mini-map marker to Portland Harbour.
The dealer is right near the entrance to the harbour, selling his wares. He will make to attack you as soon as you are close. Get out your car and take care of him easily using your newly acquired baseball bat.
Once this is done, a blue arrow will appear over the nearby car - steal it and follow the spray can icon to get you to the nearest Pay 'n' Spray. Drive into the blue marker to get the car re-sprayed.
Now that the car has been given a new colour, head to Luigi's lockup, indicated on the mini-map as a pink marker. Park the car in the garage once you get there and exit the garage to complete the mission for a $4000 reward.
