Claude is greeted by an enraged Luigi. A small-time pimp has been collecting his payment from turf that isn't is, and who is using a Diablo thug as protection. He trusts Claude to deal with it, and has left a weapon for him at the local gun shop. The game resumes with a shot of AmmuNation, and the pimp being driven past.
A pistol has been left in the backyard of AmmuNation nearby if you need it. This mission is quite hard, considering it is one of the early missions. The pimp has a Shotgun, and the Diablo thug an Uzi, so you face a challenge. Your best shot is to damage their vehicle - after a few bashes, they should get out to confront you - and then take the pistol and begin shooting them, keeping your distance from the pimp and taking them out quickly before they kill you. The beginners will need some luck, but others will find this a slightly weighty task.
