You'll spot the Enforcer disabling the transformers, so Burgess tells you to grab the Fuse Cell and put it in the receptacle to turn them back on. This will open a door nearby, so follow the hallway to find an enemy with his back turned. Sneak up behind him and do a stealth kill, making sure to grab INTEL #4 to the left on some barrels.
Go into the next room and climb the ladder, taking the zipline at the top to cross the chasm. There will be more soldiers with their backs turned in the next room, so try and take down as many as possible before you catch their attention. If things turn ugly, make sure you use cover and don't stick your head out too much.
The next area is more of the same, so it's best to take out the two Snipers on the walkway (there's an XP Pickup and Fuse Credits by them), then take care of the two on the ground. You're likely to be seen by the Snipers in the distance, so start going to town on the rest of the enemies, possibly using the two catwalks as positioning to take out the Snipers first.
Once all of the enemies are killed, you'll need to bring another Fuse Cell to the next transformer, but enemies will spawn along the way. It's best to try and take them out quickly, as the Fuse Cell is unstable and you need to place it in the receptacle before the stability meter depletes. There will be a few enemies and then another elevator ride.
As soon as the elevator doors open, you're thrown into another firefight with plenty of Raven soldiers, as well as more Seekers. Go into the room where the last set of enemies come from, which is red and marked with "59." Clear this room, then search the room in the lower level to find INTEL #5. Go up the stairs, kill any remaining enemies and open the door to the next Fuse Cell.
This situation is the same as the last one, as you'll be facing down enemies bringing the Fuse Cell to the next transformer. There's a lot more enemies this time, though, including a helicopter. Once you get the Fuse Cell into the receptacle, the door to the next area will open. There will be Fuse Credits in the room beyond the hallway, so grab it before moving through the next door.
There's a few enemies on the elevator, so knock them down and get on it. Start the elevator and not long into the ride, it will stop and enemies will spawn on the left. Not long after that, enemies will come from the right and then from straight ahead. Once all enemies are dead, the Enforcer comes and blows up the support for the elevator, sending you down and making you jump to safety.
You'll be hanging on for dear life, so climb up until you get back on land. Before climbing the stairs, grab the Fuse Credits by the forklift on the ground level. Climb the stairs and get inside the elevator to finish this section.
