This mission is strictly a driving mission. Thankfully, once you start really driving, you won't even notice that you're driving on the wrong side of the car (for Americans). You need to try and keep on the guys tail for a good while before you can close in on him and hit him with a PIT.
The drive is going to take you through a variety of areas from industrial plants, to village streets and everything in between. While some obstacles are pretty obvious like cars, they have made an effort to mark the curbs with yellow if you can't drive up on them.
You won't be able to catch up to him for a while so try to be sure that you are making good clean turns. The biggest problem is not going to be that you were driving to slow most of the time but that you hit something that brought you to a complete stop.
At least one occasion will have you driving through some city streets where the traffic is really dense. You can try and get around it or drive on the sidewalk but if you can't, you can also force your way through it in plenty of time to still find him. You'll also drive through a marketplace during one section. You can hit the stalls if you like (achievement I believe) but hitting them will slow you down so if you're not sure that you can keep up with him, it might be best to avoid this.
Eventually, when you get to the village around and are driving around on dirt, try to get close to him so you can hit his tail with the nose of your car. This will stop him and end the mission.
