Keep collect all stubs and go to the left room to talk to the guy by the counter. After the guy blowing up the Computer hold "A" to build LEGO objects.
Once repaired, the elevator functionality will be restored. You need to find out who hacked the computer. Continue with the story mode, you unlock new disguises and abilities.
Collect the rest of LEGO objects and head to the elevator on the right. Head to the basement to get your uniform. Collect all the LEGO objects and stubs around the place. Head to the marked location and then proceed to the right. While in the area break apart LEGO objects and follow the other police down the stairs.
Break the boxes in the middle along with other boxes around. Then press "A" to build LEGO objects, once done open the cupboard to unlock Chase McCain (Police). Now you will be able to select the police uniform in the Disguise Wheel (Use the left stick to select the police uniform). Once done with selections press "X" to close the Disguise Wheel and confirms the police uniform.
Go up the stairs, and stand on the marked location. Enter the room on left and then collect the police communicators. You need to connect it to it to the main computer in the lobby. Follow the other police to the lobby and once is connected go up the stairs to find a camera.
After a cut scene you will unlock the Detective scan, and go to the Chief's officer. When outside the door go toward the mark scanner symbols which indicate there is a hidden LEGO objects nearby. Press "A" to use a scan point and then follow the footprints (while using the scanner) to find the location of hidden LEGO objects. At the end pick up the keys from the cupboard. Use the keys to open the Chief's officer room and then break the objects and then press "A" to build LEGO objects.
Now you are ready to fight some crime, press and hold the shield icon on your map to set a waypoint to your next objective, you will unlock the navigation. Go to Cherry Tree Bank.
