In order to become the Most Wanted, you will need to take out the cars on the Most Wanted List. It is unclear how exactly you get to challenge the Most Wanted List. What is known is that you must first race against them, with the cops chasing you at the same time. If you win the race, you must then take the car out in order to gain access to that car.
