The physical disc for the Windows PC version of Fallout 4 will not contain the entire game. If you purchase a physical copy of the game you will need to download the majority of the game through Steam.
Hines added that the main reason for this is the high rate of piracy on PC. This is also not the first time Bethesda has done this; The Elder Scrolls V: Skyrim also required a Steam account on PC.
Fallout 4 releases on the Xbox One, PlayStation 4, and PC on November 10th.
