Mr. Flambeau is an associate of Jeremiah Fink's and a minor character in BioShock Infinite. Found in the Duke & Dimwit Arcade area of Battleship Bay if the players decide to throw the ball at the couple instead of Fink during the Raffle, he presents Booker with a random gear on the behalf of Mr. Fink.
Just before entering the Plaza of Zeal, Flambeau appears again with more aid at the behest of his "employer," though offers no further information and does not appear again. Flambeau's scalp can be seen among the ones collected by the Vox Populi in Emporia, identifying that he was likely killed during their attack on Fink Manufacturing.
