Liu Bei is the founder of Shu and was a man that seemed to be able to draw the people to him, earning their trust. He would eventually found the Shu Han and declared himself the Emperor to carry on Han Dynasty lineage, although he would die two years later. His son, Liu Shan, would succeed him and surrender to Wei later on. Liu Bei would become oath brothers with Zhang Fei and Guan Yu in a peach garden prior to the Yellow Turban Rebellion.
He has appeared in almost all of the Dynasty Warriors games, first becoming playable in Dynasty Warriors 2. He would use a longsword until Dynasty Warriors 6, where it was switched to twin swords, which are still his weapons today. Liu Bei has also appeared in plenty of other games that were set in the Three Kingdoms era, including Kessen, Romance of the Three Kingdoms, Dynasty Tactics and Warriors Orochi.
