The Ebonheart Pact is an alliance between the Nords of Skyrim, the Dunmer (Dark Elves) of Morrowind and the Argonians of Black Marsh. Like the Aldmeri Dominion, it believes in a strong Imperial government, but it also supports trade between the provinces. It desires a strong army, not to terrorise the citizens of Tamriel, but to defend against potential invaders from outside.
