Kamek is an old and powerful Magikoopa that works for Bowser, presumably as a high-ranking member of Bowser's army, and he is the main antagonist of the Yoshi series of games. His first appearance was in Super Mario World 2: Yoshi's Island, where he was the caretaker of Baby Bowser. The Japanese name for the Magikoopa species, Kamekku, is where his name comes from.
