As you begin the stage and the initial doors are opened, you'll be faced with a lot of enemies in front of you, including three officers. Eventually, they will begin to run away to tell of the plot to kill Dong Zhuo, so hurry up and try to defeat them before they get too far. Go north and you'll be told to not get seen, but it doesn't really matter whether you get seen or not by the fodder.
When you get closer to the officers is when you should try to avoid them. It only matters if you get seen, so don't worry about Diao Chan or the others following you. Eventually, if you manage to do that and get to Lu Bu, he'll defect and join your side.
All that's left is to defeat the rest of the officers and troops in front of Dong Zhuo's gate. Defeating Li Jue, who is stronger than the others, will make Wang Yun open the gate to Dong Zhuo's chambers, where you'll find him and Guo Si (who is stronger like Li Jue). With Dong Zhuo down, the stage will be complete.
