Prey 2 was expected to be a first-person shooter set on an open alien world called Exodus. As a bounty hunter, the main character was set to have over 20 gadgets and access to over 40 upgrades for those gadgets.
Agile combat was also a large part of the game; players were expected to be able to jump, climb, and hover with rocket boots to traverse the large alien cities. To get around in this hostile environment, the game included a "parkour" system where you orient the stick in the direction you wanted to go (like in Brink) and the game would automatically vault Samuel over objects or climb walls.
Being a bounty hunter, Samuels must hunt and capture his prey. The player would be able to choose how to take out enemies, be it through stealth or brute force, while some bounties would trigger scripted events such as chases. To make hunting easier, Samuels would've had access to a special view mode where he can scan groups of people to see if any have bounties over their heads. This could be done outside of missions while exploring the environment.
There was also set to be a morality system in which the player would choose how to act in the world. There would be a choice to interrogate captured enemies to gain information or send them to client to get money.
The game was due to feature a reputation system as well as choices. You would be free to do whatever you wanted in the game world, be it mug people or search for bounties. But the way you interacted with the environment would ultimately decide how the environment reacted to you.
