You can initially find the Flare Wand Relic by going through Pridemoor Keep until you happen upon black indentation in the shape of Shovel Knight on the left side of the room. Line yourself up and it will flip into a new room, where you can jump across some chandeliers to find the blue chest with Chesty inside.
The Flare Wand has the potential to be one of the more useful Relics in the game, as it can be gotten relatively early. When used it shoots a ball of fire straight ahead. With max magic it can be fired 25 times, meaning it has the potential to do a lot of damage to bosses and the like.
