The level starts out with two men on the right side and two on the left side. The two men on the left side are threatening a rebel. Take those two out then take out the two on the right. Tell the rebel to come with you then go towards the building on the right. There will be two soldiers inside. Kill them both then save the rebel behind the desk. Go back out onto the street. The soldiers and dogs entering the road are pursuing a rebel; kill the enemies to save the rebel.
Continuing down the road past the searchlight, there will be two enemies straightforward and three (two soldiers and one dog) to the left. At the end of the road by the big gate that is under a building is another rebel.
Escort the group of rebels through the building on the left at the end of the road.
Note: Fighting with weapons that aren't silenced will bring more soldiers that will likely kill the rebels following you. Upon leaving the building, there will be two patrolling soldiers coming from the left and two enemies sitting in chairs to the right. After killing both, proceed to the right. To the left of the statue ahead, there will be a rebel, threatened by two standing soldiers and one sitting soldier. Take all three out, save the rebel and climb over the fence. Directly ahead will be two soldiers. Continue up the road to the right to reach the truck and finish the level.
