Bill is a survivor in The Last of Us who has survived by being paranoid and untrusting of everyone. Originally partnered with a man named Frank, he spent most of his time building traps and salvaging supplies to smuggle with Joel and Tess. At some point Frank disappeared leaving Bill on his own.
When Joel needs help getting Ellie to the Fireflies he heads to Lincoln to find Bill. Bill agrees to get them a truck as a final favor to Joel, clearing his debt.
