The Song of Soaring is a song used to warp Link to various locations and is learned in the Southern Swamp by investigating an Owl Statue with the notes carved into it. Once you've learned the song, hitting Owl Statues with your sword will activate them for warping. The song can also be used in dungeons to warp Link to the beginning of the dungeon.
While this is an optional song and you can make it through the game without it, having it will make travelling around Termina much faster which is invaluable considering the limited time constraints.
