Humans are the resident intelligent life form on Earth, who at first did not welcome the Votans onto the planet.
They spent decades at war with the aliens until the entire globe had been ruined by the conflict. Now humans and Votan have banded together in refugee camps and towns, one of which is known as "Defiance", which used to be St. Louis, Missouri.
