The Archery costume is acquired in Medieval England. The only function, for now, is only available when there is a bucket of arrows next to Sly. Press the Circle button next to the bucket to equip the bow, then draw the bow with the R1 button, and release it at the target. If the arrow hits the target, it will create a rope that Sly can walk across.
